Billy Dalto is an advocate and creative problem-solver for Oregon small business owners. His practice focuses on business formations, transactions, and disputes, as well as employment, real estate, and agriculture law. He draws from his experience as a farming business owner serving the blueberry, winegrape, and nursery industries, which has given him a deep understanding of human resources and the business of farm labor.
Billy is also an experienced China hand, having studied, lived, and worked in the country over the past two decades. He is a long-time board member of and General Counsel to the Oregon China Council, a nonprofit association supporting business, education, and cultural interchanges between China and the State of Oregon. As the Oregon China Council regularly sends trade missions to China and receives a variety of inbound delegations and dignitaries, Billy is knowledgeable about international trade matters between China and the United States.
Before practicing law, Billy served his community as State Representative in the Oregon Legislature, sitting on various House committees including Education, Elections and Rules, Water, and chairing the Health and Human Services committee.
Billy is a double Bearcat graduate of Willamette University (BA 1998, JD 2012), studied the Chinese legal system at Fudan University in Shanghai, and attended the Bronx High School of Science in New York City. He speaks fluent Spanish.
Shauna Purcell

Shauna Purcell is a consummate legal professional and manager of the firm’s administrative and legal support needs. Before joining our firm last year, she worked with the Connolly & Malstrom law firm for almost 24 years. A key member of that firm’s team, she assisted with civil matters ranging from business transactions and litigation, to real estate and estate planning. Her dedication and careful eye make her expert at organizing and summarizing discovery documents.
Shauna began her professional career as an aide to the Honorable Jackie Winters, a legislative leader and Oregon political luminary.
A North Salem High School and Willamette University graduate with two bachelor’s degrees, Shauna is also an accomplished oboist, teaching private lessons to local students and performing in many community concerts each year as part of symphony orchestras, the Salem Symphonic Winds, and as a soloist. She resides in Salem with her husband and their three daughters.
